Go to page 1 where you will find the Archive of Tal Rasha, which is the recipe for extracting power.
To extract legendary power, acces Kanai’s Cube and click on the Recipe button to the right of the Transmute button. You will be able to complete several Horadric rituals with it, including the extraction of legendary power. The spirit will point you towards the location of the Cube. You will need to speak with the spirit of Zoltun Kulle. You will obtain by starting a game in Adventure Mode and heading to any town in any act.
In order to extract legendary power, you will first need to get the Kanai’s Cube.
